Chicago Tribune Editorial Board Reports:
"Republican lawmakers protested loudly on the Illinois House floor Wednesday night after Democrats rammed a 500-page state budget through the chamber less than three hours after it was introduced.
The next day, House Speaker Michael Madigan capitulated — on a procedural point, not on his budget with its dishonest promises to people who rely on state spending. Madigan allowed a revote on the bill — an acknowledgment that the chamber, under his stewardship, had spun into chaos the night before.
Thursday's revote was calm and collected. But it too ended with Madigan's proposed budget, some $7 billion out of balance, passing the House. That's $7 billion that does not exist — $7 billion in spending promises intended to assure doe-eyed voters that we're down here in Springfield taking care of you. So don't forget to vote for us.
Madigan's bogus budget bill now heads to the Illinois Senate, where Senate President John Cullerton has to decide whether to once again tag along behind Madigan. We hope Cullerton read this passage, with its devastating quotation from one of his caucus members, in a Tribune news story:

"I am not a fan of the budget. I think it's a fantasy budget, but the reality is that it really hurt people," said Sen. Heather Steans, D-Chicago. "There's not the revenue to support it, and it delays us to getting to a real solution."
For the third year in a row, the Democrat-led General Assembly appears poised to sign off on a budget wildly out of balance. Rather than make the necessary cuts or put votes on a tax increase, lawmakers take the easy road. They send a bill to the governor's desk because they're afraid to include all the new taxation their spending would require. This budget would spend about $39 billion for the fiscal year that begins July 1. Even Democrats admit the state is expected to take in only $32 billion in revenue.

It's unclear what will happen this time. Rauner has said he'll veto this budget too if Cullerton again does Madigan's bidding. But Rauner might not be able to preserve education funding because it's not in a separate bill this year.
Last year, Gov. Bruce Rauner vetoed the spending plan Madigan and Cullerton sent to him, which Rauner estimated to be $4 billion out of balance. He signed off on education spending, though, allowing schools to open their doors last fall.
The sick and needy people who rely on state-funded programs are getting crushed by the dysfunction. Democrats perpetuate the pain by intentionally passing these unbalanced budgets — flouting the Illinois Constitution — for the purpose of making Rauner the bad guy who says no.
On the re-vote Thursday afternoon, 60 lawmakers voted for spending increases for which Illinois has no revenue. They knew the promises inside their 500-page bill could not possibly be fulfilled. They voted for museum funding, state fairground money, high-speed rail, state fairground improvements, a south suburban airport and more.

FIRST ... WHAT IS THE OFFICE OF WILL COUNTY AUDITOR - THE ELECTED POSITION GARY GOOD'S RUNNING FOR IN NOVEMBER 2016?

What does the Will County Auditor do?
ANSWER: In short, he/she makes sure the county's elected officials and its various department and divisions are operating legally and efficiently to help keep taxpayer's cost and waste to a minimum.  Taxpayers (individuals and businesses) are those who fund the county government and its up to us (the taxpayers) and the Auditor's Office to ensure our resources are not being wasted due to fraud and abuse.  Pursuant to the Illinois Compiled Statute 55 ILCS 5/Div. 3.1. Sec. 3-1005,  the County Auditor is required to:
(1) Audit all claims against the County;
(2) Collect, analyze and preserve statistical and financial information with respect to the cost of operation of the various institutions and facilities maintained, operated or owned by the county ;
(3) Maintain a file of all contracts; 
(4) Audit the receipts of all county officers and departments;
(5) Maintain a continuous internal audit of the operations and financial records of the officers, agents, or divisions of the county.
(6) The county auditor shall have access to all records, documents, and resources necessary for the discharge of this responsibility.

WHY IS GARY GOOD RUNNING FOR THIS POSITION

As Reported by the Joliet Herald News: "[Gary] Good also is a veteran, having served 22 years in the Army. As a Blackhawk helicopter pilot, he flew in Korea, Afghanistan, Kuwait and the U.S.  It was [Sammy L.] Davis [the real individual in which the Forest Gump movie character was based off of] who encouraged Good to join the military after graduating from high school.  Having Davis there to support him [at Good's June 7th, 2016 fundraiser] meant a great deal to Good. “I have known him since I was a little guy,” Good said.  Correction to the JHN Article According to Gary Good: " I was an Army Strategist in those locations. I only flew in the USA."

Memorial Day at the Village of Channahon, Gary made the following speech:

"Good morning. It is an honor to be here today speaking with you on this important American Commemoration Day. Before I begin, I want to say thank you to President Schumacher and the Trustees for inviting me to speak this morning. As she just told you, my name is Gary Good. I retired from the US Army as a lieutenant colonel on April 1st, less than 8 weeks ago. Today, I have returned to my beloved Illinois to continue my service to the people of Will County ... To make Illinois Incredible once again.

As we stand here today, I want us to consider this same date 94 years ago ... In 1922. On this date, May 30, 1922, Chief Justice William H Taft dedicated the Lincoln Memorial on our National Mall and presented it to the President, Warren Harding. As these men stood before that 19 foot tall statue of Abraham Lincoln sitting in that marble chair, looking upon the National Mall, it must have been a humbling moment.

This man, this Illinois man, who led our nation through the abolition of slavery by persevering in our Civil War which took the lives of more than 2% of our population ... More than 600,000 men and women. To one side were the words of his Gettysburg Address when President Lincoln reminded those in attendance that it had been a mere four score and seven years, 87 years ago, since 56 men had signed their death warrants when they Declared Independence from King George III and declared the equality of man. How could those men say anything that would be more meaningful than Lincoln's words or the actions of those nearly 8,000 dead at Gettysburg who had given their lives so their nation might live. As he said, "we cannot dedicate, we cannot consecrate, we cannot hallow this ground... These brave men, living and dead, who struggled here, have consecrated it, far above our poor power to add or detract."

That marble floor has held the weight of many, many people. Those people look upon those words and seldom comprehend the weight those words carried as they commemorated that battlefield ... Words that could be spoken in so many more places. Those eyes of Abraham Lincoln look out across the National Mall to the Washington Monument, the obelisk dedicated to the first leader of our nation who understood selfless service, even upon making the decision to leave office when most everyone wanted him to stay. He was led by a greater power, by the hand of God, that to ld him that a democracy cannot be held in the hands of a single man or small group of men … lest it become controlled by a despot seizing life, liberty, and the pursuit of happiness from some to give to others ... those in HIS favor.

Beyond that tall, proud monument stands the US Capitol where the words of President John F Kennedy rang-out across the Mall and around the world ... "ask not what your country can do for you, ask what you can do for your country." In the half-century prior to his remarks more than 500,000 Americans had given their lives in World War I, World War II, and Korea. Each of those lives had stood their ground, had done their job, had fought for freedom ... And more often than not, their death paid the price for another to continue on ... For one of their brothers-in-arms to come home and marry, have children, and grandchildren.

As I look at those assembled here today, I see hats, shirts, uniforms, and more that are quiet reminders of those young men and women who died to allow us to return here today. And, that is why we stand here to remember. We do not stand here for us, the veterans ... we stand here, dedicating our time, to remember the Soldiers, Sailors, Airmen, Marines, Coasties, and civilians who died to preserve our freedoms. This day was first commemorated as Decoration Day on this very day, May 30, 1868 when citizens in Charleston, South Carolina went to the cemeteries to place flowers and others decorations upon the graves of Union and Confederate Soldiers killed in the Civil War. The practice flourished in just a few years … until it became a national holiday when Americans take time to remember.
Five years ago on this very day, May 30, 2011, I was in Afghanistan. I was an Army Strategist working on the planning of Afghan Security Forces and the US forces who would support them ...

Planning that would end-up on the desk of the President of the United States and other leaders around the world. But, on that day, we too took time to commemorate our fellow Americans who had given their lives. I worked in a multinational headquarters for an American Lieutenant General. My office had an Australian, a Norwegian, a German, a Pole, a French officer, and a British officer. The British officer, a Colonel, came forward and offered a special commemoration ... A special gift to memorialize all the dead on this very American of days ... He played the bagpipes for the ceremony. It was hauntingly beautiful to hear those bagpipes playing Taps and the rest ... Knowing that the sounds that usually permeated the air in Kabul ... were all halted to the sound of bagpipes commemorating the dead.

Amazingly, those same sounds had been talked about in another hallowed place by another great citizen of Illinois ... Ronald Reagan. At the D-Day commemoration in 1984, Ronald Reagan, harkening to his kindred Illinois brother, Lincoln, once again used time to take us back to a terrible, but triumphant day, in history. He took us back forty years to the D-Day invasion and spoke of the 225 US Army Rangers who scaled the walls of the cliffs at Normandy to destroy German artillery that would rain down upon Omaha Beach and kill many, many Allied Invaders if those Rangers failed. As their daggers dug into the precipice of the cliff and pulled their tired bodies over the edge, they fought on to be triumphant ... And only 90 remained to fight another day. 135 had died or been severely injured, but each of those lives given saved the lives of untold numbers of American, British, Canadians, and more. Reagan went on to tell the story of a British regiment holding a bridge but terribly outnumbered. They heard the sounds of bagpipes and wondered if they were dead already ... Until they saw their comrades in arms coming down the way with reinforcements. As Reagan stated, once again like Lincoln ... his Illinois brother invoked God and the works of his divine hand when he said, "they had the rock hard belief of every man that day, that D-Day, that Providence would have a great hand in the events that would unfold here; that God was an ally in this great cause."

And, that brings us back to Lincoln and the memorial we began with... Around him ... Now ... Many years after that commemoration on May 30, 1922, the USA has dedicated its National Mall to those who have given their lives in defense of the hallowed ground that is The United States of America ... This City upon a Hill. The eyes of his 19 foot marble statue gaze from his left ... Where we commemorate the 58,307 Vietnam dead by name ... over to the center where the World War II monument commemorates the more than 400,000 dead with 4,048 stars ...a star for each 100 of them … following over to his right where we commemorate the Korean War with a haunting platoon of soldiers on patrol and the 36,516 dead. Southwest of the Lincoln Memorial stands Robert E. Lee's former estate, Arlington, which the Union seized when he took his commission from the Confederacy ... And they buried the first Union dead in his front yard. Today, more than 14,000 are interred there ... A moving place dedicated to those who gave their lives in war ... AND those who returned home because of them .... But wanted to rest side by side with their brothers-in-arms.

We here in Illinois are proud of our dedication to preserving Liberty. Time and again around our great state, we have created places of memorial to remember those who gave their all to defend freedom and preserve Liberty. At my beloved Alma Mater, the University of Illinois at Urbana-Champaign, we play football in Memorial Stadium ... Dedicated initially to those who died in World War I and then extended to those who died in World War II. Our beloved Chicago Bears, who wear their blue and orange in homage to George Halas's Illinois Alma Mater colors, play in Soldier Field, dedicated to the US Soldiers who died in World War I. Just down the road in Elwood, we have Abraham Lincoln National Cemetery which contains more than 32,000 interred remains.

Today, we commemorate the dead ... Because of them, we stand here today. You stand here with me ... Many of you might know the name or names of those who died and allowed you to stand here. While I was a young man in the Army, I was back at Fort Rucker, AL where I had completed flight school and flew Blackhawk helicopters. Seven years before, CW3 Michael Durant had been shot down in his Blackhawk in Mogadishu, Somalia. He knew the names of the two men who had saved his life … Gary Gordon and Randy Shugart … these two men, made famous in the movie Blackhawk down … they demanded to be placed with CW3 Durant … knowing they would likely not come back alive. This is the way of the warrior … to stand when no one else will … at the side of his brother-in-arm. These two men received the Medal of Honor like so many of our Medal recipients do …

CW3 Durant spoke to my class of young captains about the debt he can never repay.

It is hard for those who have never served to connect a name on a wall, or a star on a monument to their own lives and see the ties that bind their lives to those who paid the ultimate sacrifice ... It is hard to completely empathize when they watch the old man in Saving Private Ryan as tears roll down his face at Normandy. He might be a movie character, but those tears have watered many a grave around the world.

But, we must try … and this is the day we do so … we take a deep breath and explain as best we can.
For that reason, we must remember, and live, Ronald Reagan's final words standing on that cliff at Normandy 32 years ago next week ...

"Let us make a vow to our dead. Let our actions say to them the words for which General Matthew Ridgway listened, 'I will not fail thee nor forsake thee.' Strengthened by their courage, heartened by their valor, and borne by their memory, let us continue to stand for the ideal for which they lived and died."

Let us never forget, and may our state step forward once again and be the Incredible state it once was ... A state that defends the liberty of all ... Justly. God Bless you all, God Bless our Fallen, and God Bless Illinois.  Thank you.

Tonia is a daughter, sister, wife and mother.

Born and raised in Glen Ellyn, Illinois, Tonia and her four brothers grew up in a proud middle class family. Her father, a Marine, and her mother, a farmer from Princeton, Illinois, taught their children to value hard work, honesty, and determination. Tonia and her husband, Joe, work to instill those same values in their own three children – Stephanie, Tony, and Paul. The Khouri family resides in Aurora, Illinois.

Tonia is a small business owner.

12 years ago, Tonia and Joe started a home services company with one man and one truck. Green T started small, but after years of hard work and determination, Green T now serves over 22,000 customers in the Chicagoland area.

Tonia is a public servant.

After traveling around the country with her family to lobby for a bill that would promote religious freedom in the Near East and South Central Asia, Tonia realized that she could no longer sit on the sidelines. So, in 2012, she was elected to the DuPage County Board, emerging from a 7-way primary with the most votes in the district. In 2014, Tonia was re-elected to the DuPage County Board with over 61% of the vote.

Currently, Tonia serves as the Chairman of Economic Development on the DuPage County Board and continues to fight for Illinois taxpayers and their best interest at every opportunity.

As Chairman of Economic Development, Khouri took part in the creation of Metro West Manufacturing Workforce Collaboration, an initiative dedicated to connecting the unemployed and underemployed in western Cook County, DuPage County, and Fox River towns in Kane and Kendall Counties with quality jobs that provide livable wages. Through the use of public-private partnerships, candidates are provided with free training for skilled manufacturing jobs that need to be filled in DuPage County and surrounding areas.

Since taking office, Tonia has opposed all tax increases and voted against increasing the salaries of county elected officials. When Tonia heard that Springfield wanted to levy an 11% income tax on small business, she decided to again stand up and take action. She led the effort to pass a resolution opposing the proposed tax. The bill never came to the floor in Springfield.

Tonia is focused on the issues you care about.

Tonia spent most of 2015 traveling the 11th district, getting to know residents and listening to their concerns for the future of our country and state. Tonia emerged from this experience with three major focuses: national security, economic growth, and lifting the poor up from poverty.

These are the most obvious priorities of the 11th district residents and they are the priorities that Tonia is committed to taking with her to Washington.

So your teen made it past a sea of harsh teenage unemployment, found their way to college and through hard work and perseverance they've graduated.  It is quite a feat and one that should be celebrated in the next coming months, rightly so.  But then after the celebrations are done and the hard-earned diploma is framed and placed on the wall, reality sets in, for parents and the graduate themselves... now we're stuck with $30,000 in student loan debt (this is an average debt of all students across this great nation.. many owe more)!

According to this national news source (from January 2015):
"With a rise in the number of students attending two and four-year universities comes a staggering increase in student loan debt.

To give you some context, 40 million Americans now have at least one outstanding student loan, with the average borrower carrying four different education-related loans. These numbers have pushed the student debt crisis to epic proportions, setting the amount of collectively-held student debt at an all-time high of $1.5 trillion.

This crisis has also given rise to a generation of "boomerang kids," with legions of college graduates putting off moving out, starting a family and buying a home due to overwhelming student debt. The average class of 2014 graduate left college $34,000 in the hole."

Even college organizations have lauded this fact, such as the National Organization of College Republicans (found on Twitter at @CRNC) posted about our national collegiate debt this week:


With a stagnant economy, especially in Illinois, having this high amount of college debt and the inability to secure a job to help pay off this debt, has further reaching ramifications:


As reported by U.S. News and World Report:  "In February [of 2015], the Federal Reserve Bank of New York reported that student loan balances rose to $1.16 trillion and that 11.3 percent of that is in delinquency – that is, not being paid back. The New York Fed is worried that this debt is preventing students from becoming self-sufficient adults who can live on their own.  Student loan delinquencies and repayment problems appear to be reducing borrowers’ ability to form their own households,” wrote Donghoon Lee, research officer at the Federal Reserve Bank of New York, in a press release accompanying the Feb. 17 report."

In April of 2015, USA Today News reported 
the following on this collegiate debt crisis:

"“I’ve got student loans just like everyone else walking around,” says Craig, a senior at Old Dominion University. “I expect my debt to be around $30,000 by the time I’m done here.”

“Yes, I have student loans,” says Kyle Coghill, a junior at Old Dominion. “I’m a 22-year-old studying communications at a university. Of course I have them. I have absolutely no clue how long I’ll be paying them off. I don’t really want to think about that.”

Craig and Coghill are just two of the 40 million people across the United States who have monumental student debt, as reported by CNN. In fact, student loans have increased by 84% since the recession (from 2008 to 2014) and are the only type of consumer debt not decreasing, according to a study from Experian, which analyzed student loan trends from 2008 through 2014.  The analysis also finds that in total, a staggering $1.2 trillion is bleeding students dry."

student debt holds true to the national trend:

So our young adults in Illinois have accumulated $49.4 Billion in debt!  This is an alarming amount of debt for young adults in the State of Illinois!  Is this you, or your child's debt?  It is still being said that having a college education is the best path towards gaining employment.  However, without strong conservative leadership across our cities, counties and at the State General Assembly, Illinois will remain an un-friendly business environment, one in which jobs will not be created to assist these young adults in reaching their true potential in society.

With the election of Governor Bruce Rauner, Illinois has taken a small step forward towards a more prosperous business-friendly and job-growth state, but this was just a baby-step, we must keep pushing forward... elections will be coming again in 2016.

Liberal policies (high taxation, over-budget spending, high regulations, high barriers to business entry) over the past few decades, have placed a stranglehold, a stagnation, on the prosperity of our state.  We must continue to look for candidates, at every level, that understand the "economics" of Illinois and put those budget and tax conscious candidates in place to continue to put Illinois back on the right path towards economic growth, for these graduates and for future graduates.

"Mayor-Elect Bob O'Dekirk said Wednesday that he considers his 52 percent of Tuesday's vote in Joliet's mayoral election a mandate that will help him make changes at City Hall.  "When I talked about a change in culture at City Hall, I meant that," O'Dekirk said Wednesday during an interview about plans after being elected Tuesday.

O'Dekirk, who will be sworn in May 4, finished well ahead of incumbent Mayor Tom Giarrante, who had 39 percent of the vote, and Andy Mihelich, who had 9 percent.  "I do believe that there's a mindset that because we've done business a certain way for a long time, that's the way we're going to do it," he said.

In Joliet, the mayor is just one of nine votes on the City Council. He has no veto power. The mayor has the power to make appointments, but the City Council can block them."

ABOUT HOME RULE

The Illinois Constitution allows both counties and municipalities to obtain home rule status. Municipalities may adopt home rule status through referendum or obtain automatic home rule status as a consequence of having a population greater than 25,000. A county has home rule status if it has a chief executive officer elected at large and passes a home rule referendum.

Under the 1970 Illinois Constitution, Home Rule shifts decision making from the state level (Springfield) to the local level, enabling communities to find local solutions to local problems. Home Rule communities are granted a broad range of powers for the local good unless exempted by the State. Often a Home Rule community is exempted from meeting requirements mandated by state legislation. Municipalities with populations over 25,000 are automatically granted Home Rule status, while smaller communities can put the question on a ballot and let voters decide. The majority (over 70%) of Illinois’ 12.5 million citizens live in Home Rule communities. Among Illinois communities having Home Rule, 55% attained Home Rule status by voter approval of a Home Rule referendum. No community has petitioned to revoke Home Rule status in the past 20 years.

The Illinois Constitution allows a home rule unit to “exercise any power and perform any function pertaining to its government and affairs.”  Home rule units are able to regulate and impose taxes in creative ways in order to solve local issues. However, the few checks on potential misuse of power through excessive taxation or overbearing regulatory authority is a potentially contentious issue among voters.

However, in the area of taxation, both a home rule county and a home rule municipality may impose a tax on the same item concurrently. In other words, a citizen could pay a municipal, county, and state sales tax all at the same time. Furthermore, if a home rule municipality enacts an ordinance that ensures its citizens a certain item will not be taxed, this municipal ordinance does not restrict the county from taxing that item. Conversely, a municipality cannot enact an ordinance exempting its citizens from a county tax relying on the language of the Illinois Constitution.

HOME RULE AND SALES TAX
Home rule units of local government are authorized to impose a Home Rule sales tax and certain non-home rule units of local government are authorized to impose a Non-home Rule sales tax to be collected by the department. Both taxes are imposed on the same general merchandise base as the state sales tax, excluding titled or registered tangible personal property (such as vehicles, watercraft, aircraft, trailers, and mobile homes), and qualifying food, drugs and medical appliances.
·         The Home Rule sales tax is in 0.25% increments with no maximum rate limit.
·         The Non-home Rule sales tax is in 0.25% increments with a 1% maximum rate limit.
Some Will County municipalities have a home rule sales tax ranging from 0.5% - 1.5%

RELATED INFORMATION ON HOME RULE
An Illinois Supreme Court majority has ruled that a home rule municipality may enact local ordinances with different requirements than state statutes, as long as the General Assembly has not expressly exercised exclusive control over the particular subject matter of the laws.
In Palm v. 2800 Lake Shore Drive Condo Ass'n, 2013 IL 110505, a 5-2 divided court upheld a Chicago ordinance concerning requests for production of financial records from condominium associations, even though the Chicago law differs substantially from two state statutes governing the same subject.

Larry Walsh Jr.'s Inaction Costs Senior Citizens Food, Services and Assistance

Larry Walsh Jr., Illinois House Representative for District 86 (Joliet, Illinois), other than hand out fans during the summer with his father, in hopes of earning votes from Seniors, does little to help Senior Citizens of Joliet.

As reported on February 1, 2015 by the Joliet Herald News:

"Volunteers are making deliveries one day fewer a week now. Because of financial difficulties, the Senior Services Center was forced last month to cut the meal delivery program from five days to four.

That means 500 to 600 Will County senior citizens in need enrolled in the program have to find alternative meals every Wednesday.

The center’s finances may become more dire if it doesn’t find funding to pay its line of credit soon. That line of credit was cut to $400,000 in the fall after a bank review found the value of the center’s building went down, Executive Director Patricia Hensley said.

The culprit for most of the center’s financial problems is lagging state payments. The state owes between $400,000 and $500,000 in allocated funding to the center, but hasn’t kept up on payments. It’s caused a serious cash flow problem at the center, Hensley said."

As the current Illinois House Dist. 86 Representative, Larry Walsh Jr. has not contacted the former Governor Pat Quinn or the current Governor, Bruce Rauner, regarding the financial woes of the Senior Services Center.  In addition, over the past 2 years (his first full term in office from 2012-2014), he has FAILED to introduce ANY legislation to the Illinois General Assembly to address the lagging state payments.  Are we wrong? Prove it, we'll apologize!

We understand that the State of Illinois is in financial distress, but you can thank Walsh's predecessor, Jack McGuire for his 20-years of tax and spending and thank Walsh Jr. himself for doing nothing about the economy in his first full term of office.

The November 2014 election have come and gone and I guess a congratulations are in order for Larry Walsh Jr... Because he focused on nothing else!
